I can't make a forum with Russian title

So, as I wrote in title: I can't make a forum with Russian title
But hosting settings is correct (php 7.2, utf-8 charset, e t c)

Can you test and detect this bug?

How to see the bug:
1. Create new test installation
2. Create forum with name "Hello world, I like honey"
3. Create forum with name "Привет мир, я люблю мёд"
4. Try to create any topic in bouth of forums

So, thank you, I will wait your answers. And I hope fixing will be easy. 😄

I will work on correct Russian translation, cuz now - it's fully sh*t
I will try to complete the localization before the next official release
