[PLUGIN] Gitter and scrollToTop have useless file

plugin Gitter and scrollToTop have useless file

So, from main folder of Gitter plugin move to lang folder and you will see useles and empty file "index.html"
Same for scrollToTop plugin.

Remove it please, when you will release new version or add new lang file.

From time to time I found similar files in plug-in folders and their subfolders.
Empty files needed and affect something?
Or should they be deleted?

Flatboard not dependent on a .htaccess a simple solution is to insert a blank index.html file to prevent a malicious person access to Flatboard folder tree and its plugin, themes.

Ok, so now I have opposite question: why not each folder contain a blank index.html file? Of course I mean folders without another main file like index.php
