SpamPrevention deletes any copied topics automatically based on the similarity percentage. By default, it is set to 50% which means if the topic similarity is 50% or more it will delete it.

This plugin does work on my end so I'm not sure why it's not working with yours. I will take a look at both files but it shouldn't be doing this.
